Ho Chi Minh City is planning to construct a multi-billion-dollar "super" seaport in Can Gio by the year 2024?

Information was given at the seminar "History of Saigon trading port and development of international transshipment port at Can Gio gateway" organized by Saigon Port Joint Stock Company this afternoon 10.2.

In his opening speech at the seminar, Mr. Huỳnh Văn Cường, Chairman of the Board of Directors of Saigon Port Joint Stock Company, stated that the Saigon international gateway transshipment port project in the Cần Giờ port area is being researched and proposed by MSC/TIL (the world's largest maritime transport group) in partnership with Vietnam Maritime Corporation - JSC (VIMC) and Saigon Port.

The project involves about 7.2 km of wharves, capable of receiving the world's largest container ships (24,000 TEUs), with a throughput capacity of 10-15 million TEUs and an estimated total investment of about 6 billion USD. The project is divided into 7 investment phases.

"Currently, the units are continuing their research and aim to submit the project's pre-feasibility study report to the Ministry of Planning and Investment as well as the Ho Chi Minh City People's Committee in the first quarter, with the goal of starting phase 1 construction of this super transshipment port in 2024 and bringing it into operation in 2027. We expect the development of the Cần Giờ international transshipment port to help Saigon Port reach the open sea, contributing to Ho Chi Minh City's continued role as a regional and Asian logistics hub, and awakening Vietnam - the sea dragon," Mr. Cường expressed.

Elaborating on the project's location, Mr. Phạm Anh Tuấn, General Director of Portcoast Consultant Corporation, explained that the Cần Giờ international transshipment port is situated in the buffer zone of the Cần Giờ Biosphere Reserve, in a transitional area on two islets separated from the reserve's core zone by the Thêu River. This area is quite isolated and does not affect the Cần Giờ Biosphere Reserve. Additionally, as a container transshipment port, the primary transportation method is maritime, which reduces the need for extensive road infrastructure, minimizing environmental impact. Furthermore, the strategic investor MSC has committed to building a green, automated port with minimal emissions.

"I believe the project will not significantly impact the Cần Giờ Biosphere Reserve's environment. Certainly, during the implementation process, the units will conduct environmental impact assessments, consult with, and report to UNESCO to find construction and operational solutions that minimize impacts," Mr. Phạm Anh Tuấn added.

Previously, in a report to the Prime Minister proposing the project's research, VIMC stated that international container transshipment services have long been a strategic international competition among maritime nations. In East Asia, the development of international transshipment services has been successfully implemented in several coastal countries and territories such as Singapore (PSA), Malaysia (Tanjung Pelepas, in cooperation with Maersk), Thailand (Laem Chabang), China (Ningbo, Shenzhen, Guangzhou, Qingdao, Tianjin, Shanghai, Hong Kong, Yantian...), etc. In Vietnam, the proportion of international transshipment cargo is still quite low, representing a significant potential for the development of this service.

VIMC believes that the establishment of a large-scale logistics service center is expected to have positive and widespread impacts, creating conditions for the development of trade, services, production, finance, and various maritime services in the locality. This is an effective solution to successfully develop logistics into a spearhead sector of Ho Chi Minh City, maintaining its role as a regional and Asian logistics hub, opening new directions to enhance the service sector's contribution to the economic structure of Ho Chi Minh City and Vietnam.
