Need to immediately construct the 'super port' for the international transshipment at Can Gio

Experts are urging for the implementation of the international transshipment port in Can Gio. The call was made at the "History of the Saigon Port and the Development of the Saigon International Transshipment Gateway Port at the Can Gio" seminar, hosted by Saigon Port Joint Stock Company on February 10th.

Establishing a "super" port in Ho Chi Minh City

According to Mr. Huỳnh Văn Cường, Chairman of the Board of Directors of Saigon Port Joint Stock Company, the company is currently collaborating with MSC/TIL (the world's largest maritime transport group) and Vietnam Maritime Corporation VIMC to research and propose the construction of the Saigon International Transshipment Port in the Cần Giờ port area.

The units aim to submit the project's pre-feasibility study report to the Ministry of Planning and Investment and the Ho Chi Minh City People's Committee in the first quarter of 2023. They also hope to commence construction of the first phase of this transshipment port in 2024 and put it into operation in 2027.

Mr. Cường stated that the project would have a scale of about 7.2 km of wharves, capable of receiving the world's largest container ships (24,000 TEUs), with a throughput capacity of 10-15 million TEUs and an estimated total investment of about 6 billion USD.

Providing more details about the Cần Giờ International Transshipment Port, Mr. Phạm Anh Tuấn, General Director of Portcoast Consultant Corporation, shared that the port would have a total riverfront length of 7.2 km, capable of receiving the world's largest container ships (24,000 TEUs).

Additionally, the maximum capacity is 16.9 million TEUs, with an estimated total investment of nearly 5.4 billion USD. The entire project is divided into 7 investment phases, expected to be completed by 2045 (phase 1 will be finished by 2027).

Mr. Tuấn emphasized that the formation of the Cần Giờ International Transshipment Port is expected to help Ho Chi Minh City maintain its role as a logistics hub for the region and Asia, positioning Vietnam as a leader in maritime transport.

Importantly, the significant impacts and benefits of this port include contributing to the state budget, creating jobs, promoting the completion of surrounding infrastructure, attracting more large enterprises to invest and develop, etc.

Most importantly, the international transshipment port will propel Ho Chi Minh City to become a financial center like Singapore, Hong Kong, etc.

Green and automated port model

According to Mr. Tuấn, the port will be built on a professional foundation, ensuring a green and automated model.

When asked whether the Cần Giờ transshipment port would impact the Cần Giờ Biosphere Reserve, Mr. Tuấn explained: the port area is within the buffer zone of the Cần Giờ Biosphere Reserve. Due to its location in the transitional area on two islets separated from the reserve's core zone by the Thêu River, it is quite isolated and has minimal impact on the Cần Giờ Biosphere Reserve.

This is a container transshipment port, and the primary method of transportation used is maritime, which reduces the need for extensive road infrastructure, minimizing environmental impact.

"Additionally, during the implementation process, the units will conduct environmental impact assessments, consult with, and report to UNESCO to find construction and operational solutions that minimize impacts," he said.

In his comments at the seminar, Dr. Trần Du Lịch (Advisory Council on Financial and Monetary Policy) stated that the construction of the Cần Giờ transshipment port is very necessary and must be done immediately. This port will not compete but rather complement and effectively exploit maritime transport in the entire Southeastern region.

However, this port is currently not included in the plan for port cluster No. 4 and needs to be added to the plan first. During implementation, the units also need to consider two major issues: the transport infrastructure to and from the port and the impact assessment on the Cần Giờ Biosphere Reserve.
