For the first time in Vietnam, digital technology has been fully applied to an inland waterway project, penalizing overloaded vehicles remotely, and regulating traffic through surveillance camera systems... All of these will continue to be extensively expanded and implemented by the Ho Chi Minh City Department of Transport across roads, waterways, transportation, and traffic infrastructure. Application of technology in management and penalization

Mr. Bui Hoa An: Recognizing the importance of digital transformation, the Ho Chi Minh City Department of Transport has issued plans to deploy the digital transformation program and the project to develop Ho Chi Minh City into a smart city in the field of transport in 2023, establishing a steering committee and a supporting team for the digital transformation program at the Department of Transport.
The Department has also advised the Ho Chi Minh City People's Committee to issue plans for the construction and management of traffic infrastructure in Ho Chi Minh City, meeting the requirements of the fourth industrial revolution...
Looking back, the Ho Chi Minh City Department of Transport has strongly applied digital technology and digital transformation. For example, the Department of Transport has applied BIM - GIS, 3D technology to complete the survey of inland waterways. As a result, it serves the management work, announces the waterways, and completes the digital model of the current state of all 82 waterways in Ho Chi Minh City. This system has a total length of over 523 km with an underwater area of more than 5,500 ha. The total area of sloping roofs and both sides of the bank is more than 10,000 ha in the city... This is the first time in Vietnam that digital technology has been fully applied to the inland waterway system.
The Department of Transport has reported, proposed, and received approval from the Ho Chi Minh City People's Committee to deploy the pilot process of penalizing administrative violations for individuals and organizations transporting goods by truck through the use of automatic load weighing devices at three load control stations from November 2023.
Six key tasks
According to Mr. Bui Hoa An, in the management of transportation, the Department of Transport continues to put forward six tasks. Specifically, to continue upgrading the Go!Bus application; to deploy the rental of automatic ticketing systems in public passenger transport by bus.

For the first time, digitizing the current state of all 82 waterways

+ The application of BIM - GIS, 3D technology to complete the inland waterway survey for management work has many advantages over traditional survey methods.
This application has optimized human use by employing unmanned boats, drones, Mobile Mapping devices mounted on cars, and automatic devices. Thus, the transport sector can measure the entire riverbed surface, shallow water areas near the banks, river banks; infrastructure along the banks..., scan and identify the inland waterway signaling system.
It's clear that the applied technology, mainly using laser scan devices (accurate to mm), has a higher accuracy than traditional methods. From these results, the management unit can extract and check data and information at any location, while also detecting riverbed anomalies (erosion holes); locations of landslides, embankments…
Above all, everything is based on a single, online platform, making it easy to integrate BIM and GIS. Especially, all data is represented in the real world, visually in 3D, capable of simulating waterway transport activities; flood situations and other weather scenarios to build response scripts.
Based on the achieved results, in 2024, the Department of Transport will continue to deploy this technology to digitize the current state for other management fields of the department such as bridges, tunnels, roads, other traffic infrastructure, and the field of public passenger transport to serve the efficient management work of the Department of Transport.
Using technology to regulate traffic
. Traffic surveillance cameras, especially at complex intersections, have contributed to solving congestion and effectively regulating traffic flow. So, in 2024, what plans and technology applications does the transport sector of Ho Chi Minh City have in this area?
+ Leveraging the achieved results, along with the theme of 2024 for the city being " Determined to effectively implement digital transformation and Resolution 98 of the National Assembly", in 2024, the Department of Transport will deploy several contents related to the management and operation of traffic surveillance camera systems in the city.
Specifically: The transport sector continues to supplement and replace camera systems, traffic signal lights combined with the use of new technology sensors, artificial intelligence. This system helps collect traffic conditions, manage and operate traffic in real-time in key areas, main roads, important intersections... At the same time, the Department of Transport also builds and installs devices, software to monitor and observe major bridge projects in the city.
In addition, the Ho Chi Minh City Department of Transport also coordinates with units to apply scientific and technological applications in inspecting, handling violations of traffic order and safety through camera recording devices, speed control cameras, vehicle load weighing devices. At the same time, the Department of Transport continues to pilot and evaluate the use of automatic vehicle load weighing devices for remote penalization when the vehicle, driver, and vehicle owner are no longer at the scene.
