Scientific, Synchronous, and Effective Adjustment of the Master Plan of the Seaport System On the afternoon of March 11th, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on the draft proposal for the Adjustment of the Master Plan for the Development of Vietnam's Seaport System for the period of 2021-2030, with a vision to 2050. (Chinhphu.vn) - On the afternoon of March 11, Deputy Prime Minister Trần Hồng Hà chaired a meeting to hear reports and give opinions on the draft plan for Adjusting the Master Plan for the Development of Vietnam's Seaport System for the period 2021-2030, with a vision towards 2050 (the Plan).

The master plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision towards 2050, has been adjusted based on updates from five resolutions of the Politburo on socio-economic development and ensuring national defense and security in related regions; National Assembly Resolution No. 81/2023/QH15 on the National Master Plan for the period 2021-2030, with a vision towards 2050; national sectoral plans, and provincial and municipal plans directly under the Central Government for the period 2021-2030, with a vision towards 2050,...

The Plan includes adjustments to some contents regarding objectives, port groups, land and water use needs; capital investment needs; priority projects; implementation solutions (regarding mechanisms, policies, environment, science and technology); and assignment in the organization and implementation of work.

Accordingly, by 2030, the seaport system is expected to handle cargo volumes from 1,330 to 1,612 million tons (an increase of about 190 million tons), and passenger volumes from 17.4 to 18.8 million (an increase of 7.3-8.5 million). The volume of international container transshipment is estimated at about 4.1 million TEU.

By 2050, the capacity of the seaport system will meet the demand for goods with an average growth rate of 4.2 to 4.8% per year (an increase of 0.2-0.3%).

In addition to the development priority for international gateway ports such as Lach Huyen (Hai Phong), Cai Mep (Ba Ria – Vung Tau), the plan aims to develop Can Gio as an international transshipment port; upgrading the Ho Chi Minh City port from a first-class port to a special port; and adding the demand for international goods transshipment through the Lien Chieu port area (Da Nang) of about 0.5-1 million TEU/year by 2030.

The capital investment need for the seaport system by 2030 is about 351,500 billion VND, an increase of 38,500 billion VND; with additional priority given to public infrastructure projects of the offshore port area in Tran De, and the international transshipment port in Can Gio.

Regarding implementation solutions, the Plan proposes "reviewing, amending, and issuing legal documents, establishing and issuing investment encouragement mechanisms for organizations and individuals to participate in the development, exploitation of ports according to the green port, smart port model, using clean, green, low-emission or zero-emission fuels, environmentally friendly in port operation business...

At the meeting, leaders from the Ministry of Planning and Investment, the Ministry of Transport, the Ministry of Defense, the People's Committee of Ho Chi Minh City, and Bà Rịa – Vũng Tàu province discussed and analyzed the legal basis, procedures, scientific and practical foundations, forecasts of cargo and passengers, impact assessments... of the main contents in the Plan for Adjusting the Master Plan for the Development of Vietnam's Seaport System for the period 2021-2030, with a vision towards 2050.

The opinions emphasized that the adjustment project must enhance the synchronous connection of transport infrastructure, transportation methods, logistics service facilities, etc., to avoid scattered, inefficient, and wasteful investment, reducing the competitiveness of Vietnam's seaports; clarify the rationale for adding the Can Gio international transshipment area, the relationship between Ho Chi Minh City port and Ba Ria – Vung Tau port; plans to enhance the international transshipment capacity of the Lien Chieu port area; solutions to minimize the impact of the port system on the environment and ecosystem; evaluate and forecast the maritime service and port market of Vietnam compared to countries in the region and the world...

The Deputy Prime Minister appreciated the proactive and positive spirit of the Ministry of Transport in developing and adjusting the master plan for the seaport system; also having scientific classification methods and criteria, closely adhering to viewpoints, objectives, and forecasts of development needs of each socio-economic region and locality.

Agreeing with the opinions contributed related to the addition of the Cần Giờ international transshipment port; increasing the volume of international cargo transshipment through the Liên Chiểu port area (Da Nang) to about 0.5-1 million TEU by 2030, the Deputy Prime Minister requested the Ministry of Transport to calculate and clarify the economic, technical, environmental rationale... for adjusting the international transshipment ports in relation, sharing benefits with the current international gateway and transshipment ports, as well as other port groups and the connecting transport system, logistics infrastructure, technical services.

"Future port investments must follow green criteria, green energy, digital infrastructure... placed in the interest of port groups, as well as the interest of the region, and the nation," the Deputy Prime Minister said and noted, "The planning of the port system is comprehensive but also needs to initially determine land and water space to be ready for deployment after the adjustments are approved."
