The Long Son My Xuan Port project, with Portcoast as the consultant, has been approved in principle for investment by the Prime Minister

Deputy Prime Minister Tran Hong Ha has just signed a decision on March 19 approving the investment policy for the Long Son My Xuan General Port project in Ba Ria - Vung Tau.

The Long Son My Xuan General Port project is located in Ba Ria - Vung Tau, aiming to gradually complete the Thi Vai port area according to the approved planning. 

The project has an investment capital of over VND 2,385 billion and will be implemented on an area of approximately 41.65 hectares.

Port to receive ships up to 30,000 DWT

The investment in constructing a general port will serve economic activities, industrial zones in the province and neighboring areas, and meet the demand for construction materials in the region. 

It also aims to maximize the advantages of natural conditions, geographical location, and ongoing infrastructure projects in the area to promote the socio-economic development of Ba Ria - Vung Tau province in particular and the southern region in general.

The project includes the construction of a berth 270 meters long to accommodate general ships of up to 30,000 DWT; 4 barge berths with a total length of 530 meters to receive ships and barges of up to 7,500 DWT; warehouse systems, cement grinding facilities (capacity of 2.3 million tons/year), port service infrastructure, and the water area in front of the berth.

According to the approval decision, the Ministry of Finance and other ministries, sectors, and localities are responsible for the contents assigned to appraise the investment policy of the project, and for making recommendations and implementing state management in accordance with regulations and authority related to investment and relevant laws. 

Strict requirements on forest land use for the project

The Deputy Prime Minister assigned the People's Committee of Ba Ria - Vung Tau province to allocate land according to the approved land use planning and seaport development planning by competent authorities. 

Adequate land must be allocated for reforestation in the locality to ensure a balance between environmental protection and local socio-economic development; forest land can only be converted when all conditions under regulations are met. 

The protection of forest areas subject to land use conversion must comply with legal regulations; any impact on forests is only permitted when the project has completed all required procedures and investors have been inspected regarding forest land conversion. The implementation of the project, including capital mobilization, must be monitored and supervised according to regulations.

The Ministry of Construction is requested to promptly approve the detailed planning for the development of land and water areas of Ba Ria - Vung Tau seaport according to legal regulations as a basis for investment implementation; to coordinate and guide investors in reviewing and completing project documentation during the preparation of the feasibility study report.

The Ministry of Agriculture and Environment is responsible for supporting and guiding the People's Committee of Ba Ria - Vung Tau province in allocating land, leasing land, permitting land use change, and converting forest land use for other purposes to ensure consistency with the planning approved by competent authorities according to regulations.

It will also assist and guide investors in completing documentation and implementing the environmental impact assessment procedures for the project in accordance with environmental protection laws; and ensure compliance with water resource protection regulations under the law on water resources during project implementation.
