The Duyen Hai 3 coal-fired power plant extension project involved the addition of a new 688MW unit at the Duyen Hai power station complex in the Tra Vinh province of Vietnam.

The Duyen Hai 3 extension is one of the four power plants developed at the Duyen Hai power station complex located in the Dan Thanh commune in Duyen Hai district.

Power Generation Corporation 1 (EVNGENCO 1), a subsidiary of Vietnam Electricity, developed the project with an estimated investment of £680m ($1.08bn).

The construction on the project was started in December 2014 while the new plant commenced commercial operations in May 2020.

The Duyen Hai 3 thermal power plant expansion is estimated to generate 3.9 billion kWh of electricity annually.

Duyen Hai 3 coal-fired power plant make-up

The Duyen Hai 3 thermal power plant extension utilises a supercritical steam turbine and generator (STG) unit from Toshiba. The plant is equipped with a pulverised coal-fired boiler for generating thermal energy and the selective catalytic reduction (SCR) system for reduction of nitrogen oxides emissions.

The other infrastructure facilities at the plant include a coal handling system, ash handling system, a flue stack, and a switchyard.

The plant also features a coal unloading jetty comprising an 899m-long and 12.4m-wide a trestle. The 247m-long and 21.7m-wide wharf at the plant accommodates up to 30,000DWT bulk carriers.

Power evacuation

The power generated by the Duyen Hai 3 coal-fired power plant extension is evacuated through a 500kV power transmission line to the national grid of Vietnam.

Contractors involved in the Duyen Hai 3 thermal power plant extension

Sumitomo was awarded an engineering, procurement, and construction (EPC) contract worth approximately £510m ($800m) for the Duyen Hai 3 power plant extension project in November 2014.

Toshiba supplied the supercritical STG for the power plant, while Khang Duc Construction was responsible for erecting the turbine foundation as well as for the installation of turbine foundation braces.

Babcock & Wilcox designed and manufactured a supercritical coal-fired boiler and SCR system under a subcontract from Sumitomo.

Mitsui Engineering and Shipbuilding Company was engaged for civil construction works of the Duyen Hai 3 expansion project. The company subcontracted Vietnam Industrial Construction for the offshore laying of cooling water pipes.

Construction Corporation No.1 carried out construction of the power block area, water treatment area, coal conveyor foundation, and circulating water system area.

Black & Veatch was appointed as the technical coordinator by Power Generation Corporation 1 in May 2015.

Power Engineering Consulting Joint Stock Company 3 (PECC 3) was engaged as the supervisory consultant for the Duyen Hai 3 power plant extension.

Lilama 18 installed steel structures for the project, while Sika Vietnam performed civil work of concrete admixtures, grouting, waterproofing, refurbishment, flooring, sealing, and bonding.

Portcoast provided the design of the coal unloading jetty and performed a sedimentation study of the waterfront area and the cooling water intake canal.

AMECC was hired for the fabrication of cooling water supply piping systems, tanks, coal silos, and ducts.

Duyen Hai power station details

The Duyen Hai power station is a complex of four separate coal-fired power plants with a combined capacity of approximately 4,348MW.

Apart from the Duyen Hai 3 thermal power plant extension project, the complex includes Duyen Hai 1, Duyen Hai 2, and Duyen Hai 3

The Duyen Hai 1 plant is made up of two identical units of 622.5MW capacity each, while the Duyen Hai 2 plant consists of two 600MW thermal power generating units.

The Duyen Hai 3 thermal power plant consists of two 622.5MW units with a total installed capacity of 1,245MW.
