Sai Gon port started the construction of a new port named Sai Gon -Hiep Phuoc Port with total investment level of more than 6,000 billion VND on an area of 100 ha in Hiep Phuoc commune, Nha Be district, Ho Chi Minh city on 16 May.
The new port is constructed on the right bank of Soai Rap river in the territory of Hiep Phuoc Industrial Park, about 30km and 17km from Ho Chi Minh city and Tan Thuan Processing Zone in the south direction respectively.

Opening navigation channel for large
tonnage vessels (over 10,000 tons) is a complex technological and
scientific issue. The problem here is to maintain the water depth of
over 9m and stabilize the navigation channel at site.
However, it is not easy when sediment returns after just dredging 1- 2
months, and the change of navigation channel occurs continuously under
the influence of wave, wind and flow. Adjustment of estuary is a
long-term process, needing research, experiments and may result in bad
output. Almost cases in the world experience nearly 100 year researches.
The research on the navigation channel to the Bassac river is taken just
for about 30 years, but it does not mean we must wait for the completion
of the research.

Ministry of Transport (MOT) issued the Decision 2548/QĐ-BGTVT on
approving the basic contents of the proposal submitted by VINAMARINE
regarding the master plan of Vietnam seaport system developed to 2020
and oriented to 2030. It is considered the next step following the
inspection carried out last June by the Government inspection team led
by MOT for the implementation of the planning for seaports developed to
2010 and oriented to 2020. And what is the reason for MOT promptly
carrying out the study on new seaport plan whilst the existing one is
still staying valid for more 3 years? The General Director of Portcoast
Consultant Corporation (Portcoast) – the leading consultancy company in
field of ports and marine works, who prepared the detail plan of seaport

are being overloaded. The comment is a precise reflection of the ongoing
state at seaports. Cargo throughput at inner ports in recent years has
kept increasing at a regular rate per year of 12.21% in average,
especially 25% - 30% for containers. The cargo volume statistics for the
first six months of the year 2007 have not been stated but those of the
year 2006 were summarized to be 51.684 million tons which surpassed the
figure estimated until 2010. However, such great increase is occurring
under the circumstance that the inner port system has not been developed
due to the relocation plan and the road system is overcrowded, which
seems to be a real burden for city infrastructures and the existing
ports.
And the resolution
for this matter is the development of seaport groups at Cai Mep – Thi
Vai area in Ba Ria – Vung Tau province and Hiep Phuoc area in Nha Be
district, Ho Chi Minh City. However, it seems to be difficult as these
locations at present are so “quiet”. Along Thi Vai river, only few
seaports are operating and the rest are either being built or still in
the investment phase. The same state is also occurring at Hiep Phuoc
area: the cargo volume handled at the proposed deepwater seaport area
has been increasing but at negligible rate of only 5% per year. In
reference to the approved plan, the cargo throughput in Ba Ria – Vung
Tau seaport area last year achieved only 30% of the estimate figure by
2010. Local authorities have admitted so far five dedicated seaports for
materials instead of general and container terminals have been built,
which has limited the cargo volume increase though Ba Ria – Vung Tau was
considered the nationwide potentially largest seaport area. And thus,
the relocation plan as approved by Prime Minister in 2005 can be delayed
one or two years later than expected. That shall lead to burden of
continuous overload on Ho Chi Minh City due to seaports’ activities in
next few years. |

For the fact that
the im-export container volume of Southern Focal Economic Area will
increase at an extremely fast rate as a good news, Ho Chi Minh City has
assigned Tan Thuan Industrial Promotion Company (Tan Thuan IPC) as the
contractor to ask for assistance of the domestic leading seaport
consultancy PORTCOAST CONSULTANT CORPORATION (Portcoast) in the
experimental dredging work for Soai Rap river, which connects Hiep Phuoc
area with the sea. The river is nearly 2 km wide but limited with some
shallow locations, which cannot accommodate large vessel navigation.
With initial parameters obtained in the experimental dredging work Phase
1, Portcoast has firmly claimed “possibility of re-sedimentation is
quite inconsiderable”. At present, aids to navigation are founded on the
river for vessels 5.000 – 7.000DWT traveling in natural conditions. And
upon the completion of Portcoast’s experimental dredging work phase 1,
the river can accommodate the navigation of vessels up to 10.000DWT and
so soon, dredging work phase 2 for vessels up to 50.000DWT navigation
shall be carried out by Portcoast as possible. Hence, that the
development of a deep seaport in Hiep Phuoc area shall be a great
success or not, starts from the success of dredging work on Soai Rap
river. |

and Investment last week licensed a joint venture to develop a US$160
million container terminal in the southern province of Ba Ria-Vung Tau.
